Abstract

The purpose of this study was to asses the Role of Parliament in Oversight Functions “Government Budget and Implementation” The data collection methods comprised interviews, questionnaires and documentary sources. The units of inquiry were Hon. Speaker, Clerk of the National Assembly, Directors of Parliamentary Committees, Table Office, Research Departments as well as Committees Secretaries. Members of Parliament from Committees as well as Officials from the Budget Unit. Purposive and random sampling was done in this study to sample out the required respondents. The sample size was 35. The results of the study indicated that the role of Parliament in Oversight functions “Budget implementation” is affected by difficulty in accessing information from Government departments, inadequate of Independent research facilities and support, inadequate of power to amend the Budget and low level of education among Committee Members.
